How to overlay a Zero Block on the next block without fixing it on scroll?

You can create a Zero Block with a transparent background and place it over the next block.

Open the Zero Block in the Block Editor, remove the background, and add the required design elements.

Go to settings → position and overflow, select absolute, and set the z-index if needed. The higher the value, the higher the block appears in the layer order.
